However, he should not have been out of custody, if he was being prosecuted for a massacre. According to Civil Inspector, Nedim Bey's declaration, an investigation on the massacre was not conducted. It was not conducted because the order that was sent to him limited the examination to abuse of property. Therefore, they request a report on whether Kemal Bey had been prosecuted at all for the massacre, and if so, if he was sentenced to receive punishment.
