Abstract
This Capstone examines workplace stress among municipal government employees, using the City of Worcester, Massachusetts, as a practical case study. Municipal employees play a critical role in delivering essential public services, yet they often work under challenging conditions, including heavy workloads, limited resources, strict rules, and high public expectations. Over time, these pressures can negatively affect employee well-being, job performance, and the quality of services provided to residents.
The purpose of this project is to understand better the causes and effects of workplace stress in local government and to identify practical ways municipalities can address it. The study uses an applied policy approach that draws on existing academic research, observation of municipal work environments, and review of relevant policies and administrative documents. Rather than collecting new survey data, the project focuses on translating well-established research into realistic recommendations that can be applied in a municipal setting.
The analysis shows that workplace stress in municipal government is not the result of individual shortcomings, but of organizational conditions. Common stressors include excessive workloads, staffing shortages, outdated systems, limited employee input into decision-making, inconsistent communication from leadership, and ongoing political and budget uncertainty. While many employees remain strongly committed to public service, prolonged stress without adequate support increases the risk of burnout, absenteeism, and turnover.
Based on these findings, the Capstone offers recommendations focused on leadership development, clearer communication, workload management, improved use of wellness resources, professional development opportunities, and stronger organizational accountability for employee well-being. The project emphasizes that supporting employee mental health is not a secondary benefit, but a core responsibility of effective and ethical municipal governance.
By proactively addressing workplace stress, municipalities like Worcester can strengthen employee morale, improve service delivery, and build greater public trust. This Capstone demonstrates that a healthy, supported workforce is essential to sustainable and responsive local government.
