Summary
Since transporting and feeding the migrating Armenians who were found near Pozanti Gulek [Pozanti Gülek], by rail, would not have been possible, they were sent by way of caravans to their settlement locations.
Based on the Top commander's orders, no Armenian can be allowed into Ottoman territory without permission; the male Armenians between the ages of 17 - 55 are not to be tolerated to travel outside of the country.
If there are any Armenians among the students being sent to Europe on the state's account, their names, address and departure dates are requested....
