Abstract
With large scale coal conversions mandated in New England utilities comensurate investments in the various links of the coal transport system can be expected to take place. In an effort to develop a rational plan for these investments, the Port Expansion Model has been developed. The PES is a systematic method by which the optimal locations, sizes, and numbers of coal handling facilities are determined. The most efficient routes and modes are selected for transporting the coal. -from Authors
