The English translation of the telegraph sent from the Investigation Commission President Mazhar Bey to the Ministry of Interior on 31 December 1915, explaining the misuse of authority by the Malatya Provincial District's Beheseni County Executive Edhem Kadri Bey regarding the abandoned properties.
