Abstract
Legislatures early adopted the committee system referring bills to them for investigation. The growth in the volume and diversity of laws, together with the shortness of terms and dominance of the theory of rotation in office, rendered expert knowledge on the part of the committee rare. As a result, special committees of the legislature for investigation became common. With the increased pressure of work, it was but a step to the appointment of committees outside of the legislature who were expert in the subject. This practice has continued to this day. Massachusetts was the pioneer in the United States in creating this form of government.
