Abstract
This capstone research paper discusses the current state of special education in Virginia. Some of the problems faced by the state include a checkered history of noncompliance with federal mandates, cultural hindrances related to special educator attrition and retention, and resource constraints. A history of special education and disability in education in America is provided to better contextualize solutions found in the research. Recommendations are proposed to address deficiencies, including increased economic compensation for special educators and transformation of the school culture through different strategies. These suggestions are designed to improve the current issues and address the problematic patterns displayed in Virginia.
