Governors, County Executives / Valiler-Kaymakamlar
One of the files in the binder pertains to the mobilization and the names, assignments and dates discharged from duty with explanations, for governors general and county executives who were in charge during the war years. The other files pertain to different personalities like Reşit, the Governor general of Diyarbekir, and Suat, the District Governor of Deir Zor. There are eleven records in seven files that make up this binder.

A coded telegram dated 30 May 1915 [17 Mayis 1915] that was signed by Diyarbakır Governor-General Resit [Reşit] and sent to Adana Governor-General İsmail Hakki Bey was deciphered by the ministry and presented here.
News From Van has not be forthcoming; some of the regions have been depopulated; the gangs of the Armenians hold a very strong and solid position; Halil Bey's division has entered the province of Van, a division has been sent to Bitlis by way of Diyarbekir [Diyarbakır]; he doesn't understand the policy of moving Armenians from one location to the next; he believes that 'these traitors to the country" must be destroyed by taking advantage of the current chaos. He is pursuing this and accepts in full the responsibility for taking this position.

A copy of the coded telegram from the District Governor's office of Zor, which was in response to a telegram from the exalted Ministry of the Interior to the provinces, dated 29 August 1915 [16 Ağustos 1915] about the immediate dismissal and turning over to the military tribunal of the civil servants and gendarmes who attacked the caravan of deported Armenians, was found in the files of the private correspondence Directorship office.
He understands that the aim of the government is to disempower the harmful elements. However, through the thick heads of Diyarbakır Governor-General Resit [Reşit] and his Aide and Commissioner Memduh, corrupt practices that could infect the state and the nation are present and they must be punished.

A responsive message that was a supplement to an official notice dated 3 December 1918 sent by Mardin County Executive Hidir Celebi [Çelebi] [Çelebi] about Zeki, the District Governor of Zor. He recounts that he heard Zeki Bey say that he had destroyed several caravans that were en route and also that he had said to the Chechens, "I'm going to hang you. You're cheating. Is this the deal we made? I handed over the Armenian property and you were going to kill them. Instead, you handed them over to the Arabs who turned around and killed them while you get the property".

Since the correspondence through telegrams has been delayed, the information that was requested from the outlying areas has not arrived.
Three separate documents about former Governor Doctor Resit [Reşit] Bey have arrived From Diyarbakir and were sent as an attachment to this message.
While associated with the Directorship of the Township of Garp, Fazil Bey murdered an Armenian caravan in 1915 and Governor Resit [Reşit] Bey was aware of this.

Among the documents of the province of Diyarbekir [Diyarbakir] regarding the Armenians who were deported to the provincial district of Zor, 90 separate rough drafts were found. Some of these described unlawful acts by the district governor of Zor.
