Fazıl Bey, who was from Malatya and had retired from being a Captain in the army, produced a list of the incidents that occurred in Malatya and its environs involving the Armenians and submitted them to the authorities in Istanbul.

The ledger prepared by retired Captain Fazil Bey from Malatya describing the acts of murder, looting, unlawful seizure of property, rape, kidnapping of girls and other crimes committed in Malatya and its surrounding areas, along with the names of the perpetrators, which were sent to the Vizier's office, the Senate and the Ministries of the Interior and Justice.
