Are agricultural land preservation programs self-financing?

Abstract
The preservation of open space has become an important policy issue in the United States, as the conversion of farm and forest into residential and commercial uses continues. Private organizations and government entities have introduced a variety of mechanisms to preserve open space or slow its conversion, including cluster and exclusive agricultural zoning, purchase of and transfer of development rights (PDR/PACEs and TDRs), and outright purchase of open space using tax dollars or private donations. The public has demonstrated its support for open-space preservation by passing more than three-quarters of the 801 ballot initiatives between 1997 and 2003, generating funds of more than $24 billion (Land Trust Alliance 2003).
