Summary

In the coded telegram dated 4 November 1915 [22 Teşrin-i evvel 1915] that was sent to the Kayseri District Governor's office, Tevfik, a retired County executive and Chief of the Military Tribunal of Kayseri and one of the tribunal members, Major Shahap [Şahap] Bey had pardoned some wealthy Armenians during the investigation of the Armenian revolutionary movement.
